Applicants must have been in foster care for their 18th birthday and have aged out at that time, been adopted from foster care with the adoption finalized after their 16th birthday, or have their foster care case closed between the ages of 18 and 21. Students must be a U.S. citizen with assets worth less than $10,000. Applicants must be at least 17 but younger than 21 to apply for the first time. Students must have been accepted into a degree, certificate or other accredited program at a college, university, technical, vocational school.
