Applicants must graduate from high school or pass the high school equivalency exam while in the custody of the Department of Health and Human Resources (DHHR), have been in family foster care or residential care for at least one year immediately preceding graduation and apply for the waiver within tow years of graduation from high school or passing the high school equivalency examination. Students must also have been accepted to a West Virginia public institution of higher education and apply for student financial aid other than student loans.
