Applicants must be graduating seniors of Martinsburg High School with a required cumulative GPA of 2.5 or higher. Students must plan to attend a college or university offering a degree program of not less than 2 years. Selection is based on financial need and priority is given to applicants who are unlikely to benefit from the West Virginia PROMISE program.
