Applicants must be migrants who are high school seniors and have plans to attend a post-secondary institution or other advanced training. Applicants must also have a history of migration to and/or within New York State. Recipients are selected on the basis of demonstrated commitment to educational goals, participation in school/MEOP-related activities, participation in community-related activities, demonstration of good citizenship qualities, presentation of high mobility and the overcoming of unusual odds or need.
