Applicants must be U.S. citizens or eligible non-citizens who are Massachusetts residents. They must be age 24 or younger and must have been adopted through the Massachusetts Department of Social Services (DSS) by eligible Massachusetts residents. They must be enrolled in undergraduate courses at a public Massachusetts college or university. MD courses at the University of Massachusetts Medical Center are ineligible for funding. Applicants cannot have earned a baccalaureate degree previously. Selection is based on the overall strength of the application.
