Applicants must be dependents of a North Dakota veteran who was killed in action, died or became disabled because of a service-connected injury, was a prisoner of war or was declared missing in action. Students must enroll in a North Dakota public institution of higher learning and earn their degree or certificate within 45 months or ten semesters.
