Applicants must be dependents of honorably discharged veterans who served during wartime or armed conflict and have service-connected disabilities or who died in service during war or armed conflict. They must be 16 to 23 years of age and have lived in and attended school in Pennsylvania for five years prior to application, and they must demonstrate financial need.
