Applicants must be children or spouses of veterans who were declared POW or MIA. Applicants must confirm that the parent/spouse who is declared POW or MIA must have official residency listed as South Dakota and declaration of POW or MIA status must be made by United States Secretary of Defense. Benefits may be received for up to eight semesters or twelve quarters.
