Applicants must be Texas residents and high school graduates. They must demonstrate financial need by having an Expected Family Contribution (EFC) of $4,000 or less. They must be enrolled at a public, non-profit Texas college or university and cannot have earned more than 30 semester credits at the time of application submission. Those who have earned an associate's degree at a Texas two-year institution and who intend to enroll in a Texas bachelor's degree program within 12 months of graduation are also eligible. Selection is based on financial need.
