Applicants must be designated as a valedictorian by a public or private high school in the state of Massachusetts, and they must be residents of the state for at least one year prior to the beginning of the school year. Students must enroll in a Massachusetts public college and meet individual requirements for the program imposed by the school. They cannot owe refunds on previous financial aid or have any defaulted government loans.
