Eligibility
Applicants must graduate from high school or pass the high school equivalency exam while in the custody of the Department of Health and Human Resources. Students must be accepted to a West Virginia public institution and apply for financial aid.

Instructions
Students apply for the waiver with the financial aid office of the college or university they are planning to attend.
