Applicants must be U.S. citizens or permanent residents and West Virginia residents who have lived in the state for at least 12 months before the application submission date. They must be high school graduates or GED recipients who are enrolled full-time in an undergraduate degree program at a participating postsecondary institution located in West Virginia or Pennsylvania. They must demonstrate financial need. Applicants who have earned a bachelor's degree previously are ineligible. Selection is based on financial need.
